Dear Readers,

Don’t be deceived by the current administration. A million Louisiana citizens have urgent immediate needs. (e.g., food, housing, medical, mental health)

The current U.S. Senator for Louisiana focuses on unethical Republican health care bills and misleads the public about his success. Meanwhile, Louisiana citizens experience financial distress from poor wages, threatened medical care, food insecurity, and polluted neighborhoods. Very few meaningful programs have reached fruition, despite the hype. Many major initiatives are still in progress, and Louisiana continues to face significant challenges with its aging infrastructure.

The average Louisiana citizen is not “better off” under the current U.S. Senator. We must not reward his poorly drafted laws and unethical leadership by reelecting him. As a Democratic U.S. Senator, I will work to make sure Louisiana’s initiatives address the immediate needs of all communities.

A Million Louisiana Citizens Have Urgent Immediate Needs

Food, Housing, Medical, Mental Health

Food Assistance (SNAP): Around 800,000 people in Louisiana get Supplemental Nutrition Assistance Program (SNAP) benefits. During recent federal funding issues, the state prepared to give aid for nearly 793,000 recipients. This highlights a widespread, ongoing need for food security.

Health and Human Services: Since 2020, the Louisiana 211 statewide network has served more than 730,000 help-seekers. It has made over 1 million referrals to solve their immediate needs. This service connects residents to a database of more than 8,500 resources for various services.

Healthcare Coverage: As of 2024, more than 1.6 million people were enrolled in Louisiana’s Medicaid program, indicating a large population needing low-income healthcare support. Roughly 940,000 people also rely on Medicare.

Specific Program Needs: The Louisiana Department of Health conducted a survey. It focused on its registry for waiver services. This service supports individuals with disabilities to avoid institutionalization. The survey found that 15% of people on the waiting list had emergent or urgent needs. This means they were at high risk of institutionalization within three months without services.

In Louisiana v. Callais, I support protecting Louisiana’s new congressional map that gives Black voters two districts instead of just one. If Louisiana loses this case, it would further disenfranchise Black voters who are already burdened by constitutional overreach.

The Voting Rights Act guarantees that communities of color have an equal opportunity to vote for candidates of their choice. Fair maps are the foundation of a representative democracy. It is critical that the Supreme Court uphold Section 2 of the Voting Rights Act. Reaffirming race-conscious redistricting will remedy years of discrimination.

Protecting Louisiana’s New Congressional Map

Originally, Louisiana’s map violated the Voting Rights Act by placing Black Louisiana citizens into districts that diluted their voting strength. Louisiana lawmakers balanced constitutional protections with the Voting Rights Act when enacting a new congressional map. This map, known as SB 8, includes two majority-Black districts in 2024. This followed years of litigation under Section 2 of the VRA in Robinson v. Landry.

As a U.S. Senator, I will continue to fight to uphold Section 2 of the Voting Rights Act. I support fair maps that give Black voters a meaningful say at the polls. In Louisiana v. Callais, I support protecting Louisiana’s new congressional map that gives Black voters two districts instead of just one. Additionally, I will fight for fair representation across the country and use my ability to remedy voting discrimination.

The Supreme Court decision, expected in 2026, will significantly impact minority voting rights. Louisiana v. Callais has always been about equal representation. The outcome in this case will reverberate through redistricting law nationwide. It will decide the future of the Voting Rights Act, with key protections hanging in the balance.

In Support of restoring the Privacy Rule (HIPPA)- Tracie Burke for the US Senate

Restoring Privacy rights is an important issue. As a U.S. Senator, I will work to restore all of HIPAA, or the Health Insurance Portability and Accountability Act of 1996. HIPAA protected health information, established standards for electronic healthcare transactions, and ensured the portability of health insurance coverage. Also, it protected the confidentiality and security of patient data. Key components included the Privacy Rule. It set limits on using health information. Additionally, the Security Rule established national standards for protecting electronic personal health information. We must restore these protections for women.

The total abortion ban in Louisiana is a programmatic failure with devastating consequences.

Evidence shows that restricting access to abortions does not reduce the number of abortions. Nevertheless, it does affect whether the abortions are safe. The proportion of unsafe abortions are significantly higher with highly restrictive abortion laws than with less restrictive laws.

Conclusively, this research reveals that Louisiana’s abortion bans erode clinician’s ability to use their best medical judgment to treat patients. They cause delays and denials of abortion care. These bans postpone prenatal care. They also create dual loyalty for clinicians who must navigate their duty to patients and fear of criminalization. The report’s findings also underscore how the bans disproportionately harm historically marginalized communities and groups in the state. Based on these findings, the report outlines specific recommendations to state and federal governments. It provides guidance to Louisiana hospitals and health care professionals. It also addresses medical associations and international human rights mechanisms on how to tackle these harms.

In the wake of Louisiana’s abortion ban, women have had risky, unnecessary surgeries. They have been denied swift treatment for miscarriages and ectopic pregnancies. Women had to to wait until their life was at risk before getting an abortion. These effects are particularly acute. They occur in a state already suffering from one of the highest maternal mortality rates in the U.S. Louisiana’s total ban on abortion includes rape and incest.

Restoring the Privacy Rule

Restoring privacy rights, particularly during no viability, is a step in the right direction. Of course, taxpayers should not have to fund non emergency induced abortions. Likewise in turn, we have no right infringing upon women’s privacy during the non viability stage. For this reason I support restoring all of HIPPA

Sadly, abortion bans are changing pregnancy care and worsening maternal health. Louisiana’s total ban is impeding emergency health care. It is infringing on reproductive and human rights.

As a U.S. Senator, I will promote laws that restore HIPAA, or the Health Insurance Portability and Accountability Act of 1996.

On December 9, 2025, Representative Shri Thanedar submitted H. RES. 935– Impeaching Pete Hegseth, Secretary of Defense, for high crimes and misdemeanors. Then it was referred to the Committee on the Judiciary. The arguments center on allegations of unlawful military actions, mishandling of classified information, and abuse of power. 

ARTICLE I: MURDER AND CONSPIRACY TO MURDER

This accusation stems from U.S. strikes on boats in the Caribbean alleged to be involved in drug trafficking. These were extrajudicial killings or war crimes, particularly the “kill everybody” order of a second strike on a vessel.

This campaign was targeted against alleged drug smugglers the administration claims are “narco-terrorists,” without providing any evidence to that effect. Additionally, Pete Hegseth conducted the campaign without any authorization in law or by Congress for the use of military force. Furthermore, there was no effort to intercept and board the targeted vessels. Finally, there were no warnings or opportunity to comply, as required for lawful drug interdiction operations.

Pete Hegseth violated Laws of War- Hague Regulations and Additional Protocols to the Geneva Conventions.

International Humanitarian Law (IHL) prohibits ordering, threatening, or conducting hostilities with the intent of taking no survivors. Also, it prohibits refusing legitimate surrenders, or summarily executing anyone. This is a grave war crime, codified in the Hague Regulations and Additional Protocols to the Geneva Conventions. It applies in both international and internal conflicts. The laws focus on humanity, necessity, distinction, proportionality, and accountability for war crimes.

Secretary Hegseth has betrayed his trust as Secretary of Defense. Additionally, he violated criminal laws and international obligations of the United States. Further, he exposed members of the Armed Forces to potential liability and harm. Hegseth’s violations imperiled our most fundamental principles of civil-military relations. His actions tarnished the good standing and reputation of the United States. Pete Hegseth has committed the high crimes and misdemeanors of murder and conspiracy to murder.

So, as a United States Senator for Louisiana, I will vote in favor of H. Res. 935 to impeach Pete Hegseth for violating laws of war. Secretary Hegseth warrants an impeachment and trial, then removal from office. H. Res. 935 will hold Pete Hegseth accountable for his crimes and will prohibit him from holding any office in the future.

ARTICLE II: RECKLESS AND UNLAWFUL MISHANDLING OF CLASSIFIED INFORMATION

Secretary Hegseth recklessly endangered members of the Armed Forces by sharing classified information on a Signal chat. He also set an example of unprofessionalism and incompetence at the highest levels of the national command authority. This warrants impeachment and trial, then removal from office.

On March 24, 2025, Jeffrey Goldberg published an article in the Atlantic about a text from Pete Hegseth. In it, Goldberg recounted that, “The Trump Administration Accidentally Texted Me Its War Plans.” Undoubtedly, Hegseth’s reckless and unlawful handling of classified information is a career-ending offense and should result in criminal prosecution.

Thus, as a United States Senator for Louisiana, I will vote in favor of H. Res. 935 to impeach Pete Hegseth. Secretary Hegseth warrants an impeachment and trial, then removal from office.

Promoting Red Flag Laws for Louisiana

Dear Readers,

I’m promoting Red Flag Laws for Louisiana. Also known as Extreme Risk Protection Orders (ERPOs), they temporarily remove firearms from individuals. These individuals are deemed a danger to themselves or others. Nationally, there is an increasing usage of ERPOs (up 59% in 2023).  Statistics show Red Flag laws are also effective in averting suicides (e.g.,1 life saved per 17- 23 ERPOs).

Common reasons for ERPOs include threats of violence or suicidal ideation. Final orders are granted in over three-quarters of cases. This demonstrates their use is a crucial tool for families and law enforcement to intervene in a crisis.

Louisiana has consistently had one of the highest gun death rates in the U.S., often ranking 2nd or 3rd in the nation. In an average year, over 1,200 people die by guns in the state. Homicides make up a larger percentage of gun deaths than the national average.

Presently, SB211 is being considered by the Senate Judiciary Committee, which will allow courts to issue ERPOs in Louisiana. This amendment is crucial for Louisiana to decrease gun death rates.

Promoting Red Flag Laws for Louisiana

As a U.S. Senator for Louisiana, I will vote in favor of Bills like SB211 to allow courts to issue ERPOs. The amendment is presently pending Senate Judiciary C since 5/13/25. I’m urging the Senate Judiciary Committee to pass this Bill. If you support Red Flag laws for Louisiana, email the Senate Judiciary Committee at sjudc@legis.la.gov and urge them to vote yes to SB211 next session.

Advocating for LGBTQ+

As a candidate for U.S. Senate, I advocate for all Louisiana citizens, which includes actively promoting legislation that supports the LGBTQ+ community. I support Federal protections against discrimination in both employment and housing. Additionally, I support state and local laws that extend these safeguards to areas like public accommodations. My legislative focus will include policies that recognize same-sex marriage and repeal discriminatory measures.

I will continue to uphold and support federal legal precedents, like the Supreme Court’s 2020 Bostock v. Clayton County decision under Title VII. It affirmed that discrimination in the workplace based on sexual orientation or gender identity is sex discrimination. Additionally, I support policies that allow open service for all qualified individuals in the military.

Advocating for LGBTQ+

I am dedicated to protecting the constitutional rights of all communities. For example, under federal law, a same-sex couple has the right to adopt a child. But, certain adoption agencies and state-level religious organizations continue to practice discrimination against prospective LGBTQ+ parents. As U.S. Senator, I will take swift and intentional action to challenge these discriminatory practices.

Transgender Women in Sports

Considering transgender women participating in women’s sports involves complex policies. Individual sports governing bodies set the policies, with a central focus on the effects of hormone therapy (GAHT). The focus is also on the balance of fairness and inclusion. 

I focus my stance on the impact on athletic performance. Studies show that while hormone therapy reduces athletic performance in transgender women, a persistent advantage remains in certain metrics (e.g., running speed, push-ups) for at least two to four years into treatment. For this reason, I support the Protection of Women and Girls in Sports Act.

A persistent advantage remains in some metrics for several years due to retained muscle mass and other physiological factors. After two years of hormone therapy, studies found trans women can still have an advantage in running speed (e.g., 12%) and strength metrics like push-ups (e.g., 10%), which can continue for at least four years, according to Oxford Academic

Advocating for LGBTQ+ Adolescents

Act 466 is Ethically Wrong

The “Stop Harming Our Kids Act” is primarily the common name for a Louisiana law Act 466. It bans certain gender-affirming medical care for minors. The bill became law in July 2023 after the Louisiana Legislature overrode a gubernatorial veto. 

Criticisms of GHAT are unsound. GAHT ought to be available to consenting trans adolescents who seek it as part of their medical care. Furthermore, the recent restrictions that have been placed on access to GAHT for trans adolescents are ethically wrong.

Studies show that GAHT has significant benefits for the psychological health and social well-being of trans adolescents. For instance, they show that, before gender-affirming hormone treatment (GHAT), transgender youths experience depression and anxiety more than cisgender youths. The results highlight the important mental health benefits of GAHT. I emphasize that GAHT satisfies the principle of beneficence. Namely, it has positive consequences for the health and welfare of trans adolescents.

As a U.S. Senator, I will support initiatives aimed at increasing services (professional, third sector or peer support) for transgender minors.

This proposal outlines three key initiatives to help donors, non-profits, and the economy. These initiatives create a virtuous cycle by increasing tax deductions, simplified reporting, and accountability.

1. Increase Tax Deductions for Donations to Public Charities

Increasing the tax-deductible limit for donations to public charities can inject essential funds into community programs. It can also help reduce the national deficit.

Presently, charitable deductions can be up to 60% of your Adjusted Gross Income (AGI). Raising the AGI deduction limit from 60% to 65% for contributions to public charities will stimulate economic activity. It will encourage greater spending in local areas and fosters philanthropic missions.

Note: This adjustment does not apply to donations of appreciated property like stocks or real estate. Nor does it apply to private foundations; it is exclusively for public non-profits.

As a U.S. Senator, I will work to raise the AGI deduction to 65%. This empowers you to do more for your own communities.

2. Simplified Reporting for Donations Over $250

Donors must obtain a contemporaneous written acknowledgment from the charity. for contribution of $250 or more, whether cash or non-cash. It must detail the contribution amount or property description and specify if any goods or services were received in exchange. A donor’s own records should be considered adequate, provided they legitimately support the claim for the deduction.

This change prevents donors from being unfairly penalized. This is especially important if a charity is no longer operating or relocated. Also, it simplifies the process of claiming tax credits for charitable gifts.

3. New Requirements for Tax Exempt Status: Integrating an Educational Module

501(c)(3) Charitable Organizations are classified as non-profits for public good (e.g., religious, charitable, educational, or scientific purposes). New organizations seeking 501(c)(3) should include an educational mandate.

Organizations already categorized as educational will see no change and do not need to reapply.

Organizations in the religious, charitable, and scientific categories that are not already classified as educational must integrate a program. This program must be curriculum-based. It can be vocational, educational, training, or rehabilitative.

Organizations that can show they already offer such a program are exempt from the reapplication process.

Educational initiatives for neighborhoods include community schools and youth programs. Civic associations already partnering with schools and youth programs are exempt from the reapplication process.

Failure to include an educational program risks the revocation of tax-exempt status.

These measures will improve accountability by identifying non-profits that gain from tax advantages without actively contributing to societal betterment. Overall, this proposal stimulates economic growth through increased charitable tax credits. It ensures donors get their full deductions via simplified reporting. It also fosters greater community improvement through non-profit accountability. All of this is achieved without raising taxes.

The Economic and Societal Impact

Raising the AGI deduction limit to 65% for cash contributions to public charities frees up capital. Donors reinvest this capital in their local communities. This happens either directly through larger charitable donations or through increased personal spending.

Multiplier Effect: Every dollar donated often generates significant economic activity. It does so through non-profit employment, local purchasing, and community services. This proposal is a targeted stimulus for the non-profit sector.

Enhancing Non-Profit Accountability for Common Good

Ensuring Value: The proposal requires an educational module for all 501(c)(3) organizations. It ensures that tax-exempt status is reserved for entities actively engaged in societal improvement beyond mere fundraising. This strengthens the public’s confidence in the non-profit sector.

Focus on Skills and Rehabilitation: The mandate for vocational, training, or rehabilitative programs ensures significant impact from non-profits. These mandates bolster workforce development and improves social services.

Reducing Administrative Burden

Donor Confidence: Simplifying the reporting requirements for donations removes a common source of frustration. It also prevents potential loss of deductions for donors. This simplicity is an added incentive to give.

This comprehensive approach offers a framework for encouraging philanthropy. It enhances economic growth. It demands greater public good from organizations that enjoy favorable tax treatment. All of this is achieved without implementing new taxes!

As a U.S. Senator for Louisiana, I will advocate for public comment in regulatory process, particularly the CCS project. I also support zoning/land-use regulations and local control over the Industrial Tax Exemption Program (ITEP).

For instance, the Air Products’ CCS project beneath Lake Maurepas plans to inject 5 million metric tons of CO2 annually. The public strongly opposes it, but public comments are ignored. The community is concerned about potential environmental damage to the lake and Maurepas Swamp. Additionally, there are safety risks from leaks and pipeline ruptures near homes.

Presently, the $4.5 billion “blue hydrogen” complex in Ascension Parish is in the permitting phase, with an estimated start date of 2028-2029. Community advocates are calling for a full Environmental Impact Statement (EIS). Additionally, lawsuits challenge state agency approvals for the pipeline and storage agreements.

This controversy highlights the tension between Louisiana’s energy investments and our demand for environmental safety. It also emphasizes our role in land-use decisions.

New projects must start construction before December 31, 2027, to qualify for the hydrogen production tax credit (Section 45V). This shortens the original 2033 deadline. This change, now under Senate consideration, impacts billions in planned investments.

The DRAFT Clean Hydrogen Task Force Report is ready for review. Public comment period ended Friday, November 7, 2025.  Comments were submitted to TechAsmt@la.gov. Short deadlines hinder meaningful public feedback on complex and controversial projects.

In 2023, Air Products announced a long-term commitment to the Lake Maurepas community. They shared the progress they’ve made since that time. On its website, Air Products stated a commitment to the safety and health of its workers. It also states a commitment to the health, well-being and livelihood of the communities where it operates. Here is the link to the video announcement.

Nevertheless, Air Products is involved in several lawsuits. A recent one was filed by an environmental group against Louisiana agencies about a proposed CO2 pipeline. Another lawsuit was filed from a former employee alleging wrongful termination. The company is also facing a class-action lawsuit over allegedly arbitrary surcharges. Also, it is facing a lawsuit from the General Services Administration (GSA) about the Federal Helium System auction. Additionally, a lawsuit against the company was filed by another business about a renewable fuel refinery project.

It is clear the 2026 elections are realignment elections, where huge swaths of the electorate permanently switch their alliances. Americans have grown so weary of the party in power that we are opting for change that will last generations. 

The reasons differ. For some, it is Depression, Recession, war, or corruption. It is also the failure of the incumbent party. Republicans were unprepared and unequipped to handle the calamity of a government shutdown. People suffered unnecessarily. Indeed, it was their political strategy.

We are already in a recession that is becoming a depression worse than the Great Depression. Our federal institutions have proved incapable of producing adequate medical care or food. 

Prices for meat, a staple of the American diet, are surging as packing plants without adequate protective gear shut down. Thanks to a dysfunctional federal bureaucracy, vegetables rot in fields as food bank lines stretch for miles.

Promised aid to small business owners has been slow to arrive, or not at all.

The calamity has exposed problems and inequities in health care and health insurance. The social safety net is very generous to the wealthy. Yet, it is often non-existent for wage earners.

All of this makes the 2026 elections very important. Realignment candidates like me and the Democrat party are better capable of lifting our country off its knees. We will also make government work for the people again.
